Well, you've got yourself one hell of a task for your first matte painting.
What will probably work best for you is this:
Model basic shapes in a 3D package. Set up a camera and animate it rotating 360°. Render the animation in such a way to get a sequence of about 30 pictures covering the whole horizon. In photoshop do File>Automate>Photomerge, load your pictures and let the magic happen. You will hopefully get basic cyclorama to work with.
Then go nuts on the matte painting itself.
