I'm only just out of university and this is the first matte painting I've done (or in the process of doing). So I'm a lowly beginner and would really appreciate any feedback or critiques you can give me. This is for TV so would only be on screen for a couple of seconds.

Good start dude - looking forward to seeing more. The central buildings look quite bright compared to the overall lighting scheme I think if that's a help.
Just a few suggestions that I could offer.
I would use darker colors and adjust the scale of the main focal point. Also in most compositions the main focal point is one thing that is off to the side. Think rule of thirds.
Make sure that the lighting is coming from one direction and you also need to remember bounce light as well. It is a great start, I too am working on my Masters and I am in the process of making four matte paintings for my thesis. It is not as easy as I thought as well. I cannot wait to see your finished version.
